The shortage of pilots is an important factor restricting the development of general aviation in our country. At present, China adopts the same physical examination standards and safety management regulations for private license pilots and general aviation pilots as those for route pilots, which leads to relatively high training costs. Meng Xiangkai suggested that under the premise of ensuring safety, more types of aircraft licenses with lower difficulty should be added, the physical examination standards for private training pilots should be relaxed, all kinds of schools should be encouraged to set up aviation-related majors, and the training of aviation technical flight talents should be liberalized to meet the demand for air and ground crew in the development of general aviation.

Regarding the current investment boom in general aviation that is surging across various regions, Meng Xiangkai stated that, based on foreign experience, the market segmentation of general aviation is very detailed, and different enterprises are seeking development space in different markets. He believes that when private enterprises enter the general aviation industry, they will all conduct in-depth analyses carefully. Avic General Aviation is willing to cooperate with private enterprises in the fields of manufacturing, operation and service to jointly promote the development of the general aviation industry.

In the three fields of manufacturing, operation and service in general aviation, Meng Xiangkai believes that manufacturing is currently the strongest in China, followed by operation, and the area with the greatest gap is service. In his view, the direct connection between general aviation services and customers is also the area that we need to strengthen the most.

To further accelerate the healthy development of China's general aviation industry, Meng Xiangkai has put forward a series of suggestions, hoping that the state will formulate supportive policies that can support the development of the general aviation industry Specifically, it includes aspects such as general aviation training, offering import preferences to general aviation enterprises with independent intellectual property rights and Sino-foreign joint ventures, sales of domestically produced general aviation aircraft, capacity building of infrastructure such as airports, and the establishment of new general aviation business clubs and ground fixed operation bases (Fbos), in order to encourage independent innovation in China's general aviation industry and support the development of national general aviation industries.
